A foreign company does not obtain a single universal “VAT registration” merely because it sells to a Turkish customer. The result depends on where goods are delivered, where a service is performed or used, whether the customer accounts for VAT through reverse charge, whether the supplier has a Turkish establishment, and whether a special regime applies.

Turkey’s VAT Law No. 3065 taxes supplies and services performed in Turkey and imports, subject to exemptions and special responsibility rules. Use the Revenue Administration’s VAT legislation and transaction-specific guidance rather than assuming that the customer’s country or invoice currency decides the result.

Registration, Reverse Charge and Import VAT

These are different mechanisms. A Turkish customer may account for VAT as responsible taxpayer on certain services from abroad. Goods imported into Turkey normally enter the customs and import-VAT process. A foreign supplier with a Turkish establishment or locally structured activity may need direct tax registration and compliance. Electronically supplied services to individuals can fall within a special non-resident VAT regime.

VAT Is Separate from Permanent Establishment
